由於近日有大量中國漁船、海警船接近釣魚台，引發日本強烈抗議但被無視，日本外交部9日便召見中國駐日大使程永華，當面表達不滿，然而有日媒指出，外相岸田文雄刻意晚到8分鐘，後來抵達時也沒有道歉亦不跟程永華握手，現場氣氛十分凝重，「無聲的憤怒（無言の怒り）」顯示日方抗議強度提升。
綜合日媒報導，日本外交部9日有先讓程永華在媒體室待了8分鐘，隨後岸田文雄才現身，也沒有道歉或與程永華握手，甚至沒對上眼只說了早安就請對方入席，沒有拿出外交禮儀讓現場氣氛十分凝重，而這也是日本第一次由外相直接召見中國大使提出抗議，顯示抗議行動正逐漸升級。
岸田文雄後來在會中指責中國無視抗議，要求中方船隻儘早退出毗連水域，更稱中日關係局勢正明顯惡化，不過程永華也當面反駁，強調「釣魚台是中國固有領土」，中國船隻在相關海域進行活動是理所當然，日方的指責根本就沒有道理。
